Hi,

I want to create a custom command to import users from a CSV file that can be executed in k8s. The CSV file will be statically placed inside a custom directory, var/import.

What is the best way to do this?

There is a similar discussion [with a possible solution here](https://discuss.openedx.org/t/how-to-bulk-add-users-teachers-students-to-open-edx/11879/2).
