# Difference between tutor local and tutor dev?

Hi,  
I want to know the difference between tutor local and tutor dev and when to use tutor local and tutor dev.  
can we create a custom theme on tutor local?

“tutor dev” is used to develop Tutor.  
“tutor local” is used to run Open Edx locally with docker-compose.  
can we create a custom theme on tutor local?

If that is so, why can’t the change of customer theme not reflecting on open edx.

you will also set a custom theme using to make plugins hear I give you an indigo theme reference u can create your own custom theme and set

The main difference between Tutor Local and Tutor Dev is that Tutor Local is used to run Open edX locally for development and testing purposes, while Tutor Dev is used to develop Tutor itself.
