We plan to deprecate and remove the PersistentGradesEnabledFlag model, CoursePersistentGradesFlag model, and assume_zero_if_absent waffle flag, enabling database-persisted grades for all courses. We are targeting removal for April 20, 2021, to be included in the Maple release (December, 2021)
