Deprecation: Support for footer replacement via npm installing forked footers

We plan to deprecate support for direct footer replacement using forked versions of frontend-component-footer in favor of the frontend-plugin-framework based approach.

This means footer replacement by npm installing a forked footer will no longer be supported.
