I think you may be running into this part of the code:
In other words, I believe for your setup:

http://local.overhang.io:8000/admin/course_modes/coursemode/ must have an SKU for the verified mode of the course in question
- The easiest way to set up SKU’s properly is to use the Course Administration Tool (CAT): documentation

http://local.overhang.io:8000/admin/commerce/commerceconfiguration/ must have “Enabled” & “Checkout on ecommerce service” on and “Basket checkout page” set up.
- The commerce configuration should be correct by default, but the correct config is available online: documentation
Could you check whether this is the case for your instance?
