Prevent crawling by robots

Where is the best place to put the following tag:
<meta name="robots" content="noindex" />

I want it to be picked up by all pesky robots trying to index the site’s content.

Is there a setting for this in the LMS JSON file? Or should it be in the comprehensive theme somewhere?
