Security: Upcoming Security Release for edx-platform 2024-07-25

A security patch will be added to the open-release/redwood.master and master branches of edx-platform on 2024-07-25T14:00:00Z

It will fix two defects with a “Moderate” CVSS 3.1 severity rating.
