Deprecating Program Records front end in Credentials IDA

I made a much broader, more abstract post in Site Operators about the Credentials Roadmap, but just wanted to cross post and flag that we are going to try to replace the program records UI with an MFE, and the DEPR would be for Olive, so pretty soon. I’m hoping that there are few enough people using program records that this will be doable? Please reach out if you have concerns.

I think this should go through the standard DEPR process, detailed in OEP-21, so all discussion is in public.

In particular, here are instructions about creating a DEPR ticket - updates and discussions should happen publicly on such a ticket.
