Deprecation/Removal: Notifier (DEPR-106)

Hi there,

We plan to deprecate and remove the notifier repo and all integrating code from edx-platform. We are targeting removal after August 25, 2020.

Please read https://openedx.atlassian.net/browse/DEPR-106 for more information and to post any questions/comments. The proposed deadline for comments before acceptance is August 18, 2020.

How is the function of Notifier be replaced? Is there any module that performs forum notifications now in place?
