Difference between tutor local and tutor dev?

Hi,
I want to know the difference between tutor local and tutor dev and when to use tutor local and tutor dev.
can we create a custom theme on tutor local?

“tutor dev” is used to develop Tutor.
“tutor local” is used to run Open Edx locally with docker-compose.

If that is so, why can’t the change of customer theme not reflecting on open edx.
