I am not sure if this is the best place, but I haven’t seen an i18n section yet 
Is it possible that the strings under common/static/js/vendor are not translated? On one hand, I cannot expect “external applications” to be fully translated. On the other hand, they are part of the platform like in annotator.tags.js and annotator.js. Thus, they show up in English when I try to create a new annotations through edX Notes.
My francophone users will have a “bad reaction” (not that bad, but enough to get annoyed at me) when they see “Add some tags here” being displayed in English when they are trying to add a new annotation.
Any ideas how to fix it so that the text is displayed in the correct language?
