Frontend-app-authoring maintanership transfer

Currently, 2U-tnl team is the authoring MFE maintainer. Due to changes internally, 2U can no longer maintian this repo to the level needed.

The team has discussed with Braden MacDonald, and he has agreed to take over maintainership of this repo. As a long standing contributor and leader of the authoring experience, Braden is a fantastic option for repo maintainer.

Thanks you so much for keeping this repo healthy, @braden !
