We are new to Open EdX and just installed the Sumac2 release. We would appreciate so guidance on since Teak version will be out in June and movement to paragon system should we install it now and develop the theme on paragon or build a them based on Sumac? Also, if we develop a theme based on Sumac without paragon will the Teak update cause issues?

We just made the decision that Design Tokens will be delayed until Ulmo (December release), so you will unfortunately likely need to develop a theme using current mechanisms and upgrade to using Design Tokens when they are released.
The system will be available on the master branches in mid-May, so you will have plenty of time to develop against the system in advance of upgrading.
