How to config Release Date and Time in local time rather than UTC?

I’m using Nutmeg and tutor v14.01
I’ve been trying to find a solution for a few days but couldn’t find one.

The times for course release are based on the time settings of the studio server. They are controlled by the TIME_ZONE setting.

I think you should be able to update it via tutor settings: Configuration and customisation — Tutor documentation

I tried the TIME_ZONE setting, it didn’t work.
I found it was hardcoded

I also want to change the course schedule time zone to “Asia/Manila”. I updated TIME_ZONE in settings but it’s not reflected in studio.

I’m using Quice release. Is it still hard-coded UTC in a studio?
