Public course outline visible on course home but missing on courseware page – feature or bug?

Hello everyone,
I’m currently testing public course content behavior on Open edX (Teak release) and noticed something confusing. I wanted to check if this is an expected feature or a bug.
Observed behavior

When I visit the course home page of a public course (as an anonymous user), the course outline is visible.

However, when I navigate inside the course to a specific unit (i.e., the courseware page), the course outline is no longer visible for the same public course.
For reference, I’ve attached two screenshots:

Expected behavior
I expected the course outline to remain visible on the courseware page as well.
What I’ve already checked

Course is set to Public
-
Course Visibility in Catalog is set to Both

Followed all steps mentioned in the official Open edX documentation:

Changes are tested in an incognito session (logged out)
Question
Is this behavior:

an intended limitation / feature of public course content (especially with Learning MFE), or
-
a bug / known issue in Teak?
