In XQueue settings queue_name queue_username queue_password How do I set it up?

It would be helpful to know how you are running the platform and what version, perhaps Eucalyptus based on the documentation link.

You will need to provision the queues for your courses by configuring XQueue.

This is where it happens in the configuration repository. If you are using Tutor the process will be different.
