I was not able to figure out what this issue was. However, since I had to upgrade to Palm.Master anyway to get the fix for this issue, once I did that, certificates started working! (But of course other stuff broke as per usual.) So I feel like either a) Palm.4 has some other issue or b) the Google Analytics issue was being hidden in the log files.
