I am looking for editing the Discover New page like adding banner, changing css, and changing header and footer. I was able to change and header using plugin slots but that didn’t apply for the discover new page.
I figured it out. I had to fork the indigo theme and modify it to fit my purpose as shown in GitHub - overhangio/tutor-indigo: An elegant, customizable theme for Open edX
