OEP-54: Core Contributors

An OEP has been created to describe and formalize the Core Contributor program.

The comment period starts today, and will run through 2022-02-01 (the long period is to account for a few holidays in January). However sooner feedback is appreciated.

The review period ends this week - please review if you are interested in major changes to the Core Contributor program, specifically, a definition of an open, community-based process for nominating & accepting new Core Contributor candidates.
