The waffle flags that determine this are located in the course_experience app. Specifically, I think you want to set the waffle flag course_experience.course_outline_page to false. You might also need to set course_experience.unified_course_tab to false as well.
Please note that these flags will go away soon. I believe Juniper will still have it, but it will almost certainly be gone by Koa.
