Which should be used to build, if you are a novice in this

Basically i am trying to build a personalise lms for my small organisation
By reading forms and docs got to learn v20 (teak) is a recent release
So should i go with v19 as it is a stable ?
and in future will there any be issues while migrating to v20
many changes happened in latest version ?
Need suggestions ?

I’d recommend going with Teak since it is the latest release. Older releases are not supported.

im building custom student mangament system
i created custom plugin using cookiecutter by tweaking its json and pyproject.toml file and it is successfully installed and enabled in tutor
but it is not loading in django app
so cant do makemigrate
getting error ModuleNotFound
can you please with that
