[CMS][ORA X-Block] Limitation submitting for ORA X-Block [Submit your response] button in the CMS

Hello. Please, help with the next ORA X-Block behavior in the CMS.

Summary:
Course Staff can submit the answer for ORA in the CMS with 200 response (screen 1 below) and this answer has shown in LMS > Grade Available Responses (screen 2 below).

Questions:

  1. Can we add the limitation for answer submitting through CMS?
  2. Can I create this issue in the GitHub Issues? What should I do if yes?
