Core Contributor rights expansion & maintainership: Felipe Montoya

We are getting close to find maintainers for all the repos in priority 1, but still some more are needed. I would like to volunteer to maintain:

• edx-organizations

I’m not a CC on that repo, but I know the code very well due to the work I have done over the years to do organization based access control for multi tenancy installations. This nomination includes both the CC role and maintainer for that repository.
