How do I enable the "add post" button in discussions

I have. created a discussion but do not see the “add post” option on the learners end

In case you haven’t figured this one out,
If the learner is not enrolled in the course, the button doesn’t show up. This is confusing for authors sometimes.
Keep in mind that a course author will be able to see the course in the learner dashboard and access it from the LMS even if they are not enrolled in the course. I’d advise to use the instructor dashboard to manually unenroll and enroll the learner back again to make sure.
