Your containers seem to be using Python2 which is no longer supported by Juniper.
Make sure that you have checked out the open-release/juniper.master branch of the devstack, and that you have the OPENEDX_RELEASE environment variable set to juniper.master as described here, and then try the setup steps from the beginning.
