We are teaching a class of users in Tanzania on EdX, some have laptops, some mobiles. No problems with former groups, but with this group six out of 25 don’t get their activation mail no matter what we do.

You should mark those users as “active” manually. Log in as an admin user, open https://<LMS HOST>/admin/auth/user/, select a user, click the “active” checkbox, save.

SKIP_EMAIL_VALIDATION: true
Nobody takes e-mail validation. After this feature, everyone who will become a member will be verified.
