Is this possible to deploy or setup OpenEDX devstack on AWS EC2 instance ?

it would not be a good idea.
Devstack is a set of docker machines which are useful for development and debugging different parts of the Open edX locally.
If you are looking for the proper installation method to run a production environment then you should use native installation.
