Can't find "Request user's email" and "Request user's name"; or "Course edit lti fields enabled flags”

Hello! I tried to set up LTI for Open Edx, but I can’t find "Course edit lti fields enabled flags” in Admin Dashboard. There is not XBlock configuration either.
