Deprecation/Removal: Remove Flash-based user photo upload functionality in `verify_student`

This is one of those things that for all practical purposes has been broken for years:

I plan to remove it pretty much immediately. This is just a bookkeeping DEPR for documentation purposes.

But as always, if for some reason you’re still using Flash upload on your site, please comment here or in the DEPR ticket.
