Nomination: Muhammad Faraz Maqsood as CC and Maintainer for xblock-lti-consumer

I’d like to nominate @FarazM (Faraz32123 on Github) for the role of CC and Maintainer on the xblock-lti-consumer repo.

Over the last several months Faraz has been a great example of how to help maintain a repository without having write access yet and has been doing much of the essential work of being a maintainer.

Not just making fixes to the code but also helping review PRs from others and helping to dig into routine maintenance issues.. Even when those maintenance fixes require a bit of back and forth and making changes.
