Coding CC Rights Expansion: Jhony Avella

Hello Everyone,

as per OEP-54, I’d like to nominate @jhony_avella to extend his coding core contributor permissions to the openedx-k8s-harmony repository.

Motivation
Jhony has been an active member or the Sub-WG on large instances and helm since it was first formed and has already taken on some of the open issues we are trying to solve with the project.
This expansion would allow him to help with the management and maintenance of the repository alongside @braden and myself.

Prior work
Jhony has been a CC since 2021 in the edx/configuration repo and has been part of the BTR working group and he is also the maintainer for tutor-notes.

Comment period
Given that the change is of limited scope I believe this review period could be of 1 week as stated in the oep and the date limit should be the 29.03.2023.
